The Government's Budget promise of cheap public transport for five to 24-year-olds has hit a major snag with some of the biggest councils still figuring out a system for checking a passenger's age. The scheme kicks in from July 1 when half price public transport for everyone ends. But Wellington won't be ready to implement it, and it's still unclear if other regions including Auckland will make the deadline either. Our political reporter Anneke Smith has more.
