New Zealand's tough-on-crime approach to meth has failed.
That's according to a new report from The Helen Clark Foundation and the Drug Foundation, which says we should take a health-based approach instead.
The report says Te Ara Oranga, a trial programme for meth addiction run in Northland, should be rolled out nationwide.
The executive director of the New Zealand Drug Foundation, Sarah Helm, spoke to Susie Ferguson.
