The funder for tertiary education has suggested the new mega-tertiary institute Te Pūkenga needs to lay off staff from its polytechnics.
A report shows the Tertiary Education Commission believes the institute is making only minor savings this year.
The institute had forecast a deficit of $110 million this year but is set to announce a new, much lower figure on Monday.
