A Pacific specialist says an inter-tribal massacre claiming more than 50 lives in Papua New Guinea's Enga province is by no means an isolated incident.
Former-RNZ Pacific senior journalist Johnny Blades has been following events in some of the most remote corners of the region for decades.
He says the Government is juggling multiple law and order crises with the killings occurring just weeks after deadly riots in Port Moresby forced the Prime Minister to declare a state of emergency.
