The "Glycemic Index" was devised as a way of helping people control blood sugar levels. This would be most beneficial for people with diabetes, but has become simplified to "good carbs" and "bad carbs." The good/bad carbs concept has since been applied to related topics such as weight loss.
While the Glycemic Index does seem to have a sound theoretical basis, the many nuances of everyday life severely limit it's usefulness.
