Elom Hillary Otchi is the the Technical Director of the Africa Institute of Healthcare Quality, Safety, and Accreditation (AfiHQSA). He is an expert in quality, a Certified Health Surveyor (CHS), and Fellow of the International Society for Quality in Healthcare (FISQua). In Ghana he has held various roles including support for the National Patient Safety Policy.

Dr. Otchi holds a PhD from the University of Ghana, School of Public Health; a Masters Degree in Public Health (Kwame Nkrumah University of Science and Technology); Masters Degree Organizational Development (University of Cape Coast) and a Bachelors Degree in Public Administration from the Ghana Institute of Management and Public Administration.
