Jay Naidoo is a former South African politician and businessman who served as the founding general secretary of the Congress of South African Trade Unions (Cosatu). He then served as Minister responsible for the Reconstruction and Development Programme in the first post-apartheid cabinet of President Nelson Mandela and as Minister of Post, Telecommunications, and Broadcasting. During this time he was a member of the NEC of the African National Congress.
