Dwight Mears is a researcher, military awards writer, retired Army Major, lawyer and librarian. He recently published a proposal on how the military could re-evaluate the Medals of Honor issued after Wounded Knee in 1890 as the Lakota Nation has advocated and various members of Congress have supported in "Remove the Stain" proposed legislation for years.
