In late March, New York City Mayor Eric Adams’s administration began carrying out highly publicized sweeps of homeless encampments. The mayor has said he’s focused on getting people off the streets and into shelters, but even under the best of circumstances there are many barriers associated with making a shelter-based strategy effective for all who are affected by homelessness.
