Starting in July 2023, you will see self-driving cars without anyone inside of them while on public roads following the passage of House Bill 2398 last week.
Pennsylvania Gov. Tom Wolfe signed the bill that amends the state's Title 75 Motor Vehicle Code so that it no longer requires a licensed human driver to be inside an autonomous vehicle when while it is undergoing testing on public roadways.
