The European Union has agreed on price caps on Russian petroleum products. "The impact of price caps is still debatable at best and comes with many implications. Russia has made it clear that countermeasures will be put in place. $100 price cap on diesel will likely mean that the market will continue to set the price. Just because the E.U. is not getting oil from Russia, will not mean they're not using Russian oil," says Anne Slattery.
