Chris Beckett's short story Peacock Cloak was first published by Asimov's Magazine in June 2010. I listened to this on the Clarkesworld podcast from October 2015.
Peacock Cloak is a science fantasy about a god-like being with a powerful cloak and is a meditation on the themes of power, will, regret and forgiveness.
