According to Ben Lyons (CEO, EYOS Expeditions) and Lisa Kelly (Deputy Executive Director, IAATO) it is the relationship between and Expedition Leader, and an Expedition Captain. The people on the front line, making the snap decisions about where to go next, or to leave port a little earlier than planned to make it to the next stop in time for an incredible experience.
