It’s been two years since Philadelphia declared that it had reduced veteran homelessness to “functional zero,” after housing some 1,300 veterans. But take a walk through the city and you can still find panhandlers holding signs claiming military service. So, is the program working? KYW's City Hall reporter Pat Loeb (@PatLoeb) joins Scroll Down this week to talk about Philadelphia's homeless vets.
