코로나19 팬데믹으로 지난 3월부터 해외 출국이 금지된 가운데 내무부에 접수된 출국 허가 신청 9만 2천 건 중 실제로 출국이 허가된 것은 2만 2천 건에 불과했던 것으로 드러났다.
