Scott Lay is the author of The Nooner, the premiere newsletter for goings on in California Politics and Policy. Through The Nooner, Scott Lay informs his readers on important issues in California politics and policy. By his own admission, Lay is not a straight-up journalist. He editorializes, creates conversations, and brings the capitol community closer together by infusing his writing with a human touch.


Because he is not confined by the title “journalist” Lay is also able to exert influence on the process, by using his platform and impressive readership to bring issues to light which might not otherwise be covered.


Lay is also the former CEO of the Community College League of California, where he served for close to 25 years and is an alumni of the UC Davis Hastings school law.
