Vincent Li who beheaded and cannibalized Tim McLean on a Greyhound bus is now deemed by doctors and the Manitoba Criminal Code Review Board to be a sufficiently low risk and taking his medications to control clearly serious mental health issues, that he can be placed in a group home in Winnipeg and have greater access to the community.Carol deDelley, Tim McLean’s mother takes great exception to this decision and she joined me to discuss the protest of the decision at the Manitoba legislature.
