Congressional Apportionment Amendment

The amendment was written by James Madison in 1789. Between 1791 and 1796, it was only one state short of ratification. As of 1992, it is the only one of the original twelve amendments that failed to gain the necessary 3/4ths ratification.

This law limits the size of the House of Representatives to 435. It was passed by a Republican Congress and signed by a Republican president to protect Republican majorities.
