Wellington's water woes could cost one-billion a year to fix

Wellington Water's warning fixing the region's water woes would take about $1 billion each year.
It says that's wholly unaffordable for councils, and the Government would need to chip in.
The National Party's pre-election 100-day plan listed scrapping the Three Waters reforms as a top priority, and it's unclear what would replace it.
