Wellington Councillor on council's proposed cuts

Wellington's Mayor Tory Whanau says her council won't be binning better public transport, revitalising the city or climate initiatives to pay to fix the city's water pipes.
Instead Wellington City Council is looking at congestion charging and increasing parking fees.
One councillor unhappy with the response is Nicola Young.
