Most students who failed crucial new NCEA tests on their first attempt last year failed again on their second try.
Principals say they will be more careful about ensuring students sit the reading, writing and maths tests only when they are ready.
But some say the online tests are inherently unfair for teenagers from poor backgrounds and they don't want to use them.
