The National Party says, if elected, it will make gang membership an aggravating factor for any case that comes before the courts, regardless of whether that membership played a part in the crime. Police Minister Ginny Andersen says National is only proposing a technical tweak, and courts already factor gang membership into sentencing. But the Justice Minister, Kiri Allan, says National's policy would lead to more victims, more cost and more harm to New Zealanders. So would it be a significant policy shift or not? Police Minister Ginny Andersen spoke to Ingrid Hipkiss.
