Prime Minister Christopher Luxon is warning he will need to make unpopular decisions in order to turn around the country's fragile state.
Luxon delivered the blunt assessment during his first state of the nation speech as Prime Minister.
Just hours later he was surrounded by protesters unhappy with political decisions Luxon has already made.
