New Zealand companies and immigration advisers are being contacted by overseas migration agents offering them big money to sell jobs.
Fake visas are also circulating, including one that appears to show the signature of US star Oprah Winfrey.
The Government is deciding what next steps it should take about the accredited employers visa scheme, which has led to workers paying thousands of dollars for jobs that didn't exist.
