Triumphant and dejected MPs, along with their leaders, are making their way back to Parliament, as National starts to put plans in place to form a new government.
National and ACT together have 61 seats in a 121-seat Parliament, but under the preliminary results can't rely on being able to forge ahead with their favoured option - a two party coalition.
