The head of the government agency that recently took over monitoring of Oranga Tamariki says the current time is a big test of his newly reconstituted office's capacity.
The Independent Children's Monitor, which has a complementary role to that of the Children's Commissioner, has been around for a few years as a business unit within the Ministry of Social Development overseeing children in state care.
