Leaders of the Jehovah's Witness church will appear in the High Court on Monday to seek exemption from the Royal Inquiry into Abuse in Care.
The church is claiming it's not responsible for the care of children in New Zealand because it doesn't run physical facilities to house them.
But advocates say the "bricks and mortar" argument is just a reason for the church to sidestep the consequences of past injustices.
