Academic and lobbying expert Max Rushbrooke says the Commerce Commission's use of Wellington consultancy 'Senate' to work on highly sensitive policy issues was "wildly inappropriate".
The consultancy worked on price and service standard projects in the energy sector and the grocery market study - while also representing private sector clients.
But the Commerce Commission maintains that they were only paid for communications and media training.
