A Wellington property developer says the City Council should never have tried to strengthen the Town Hall, which is now facing a huge cost blow out.
The Town Hall has been closed for a decade, due to significant earthquake strengthening work that's needed.
Initially expected to cost $32 million to fix, the budget is now north of $320 million.
