Aid agencies on the ground in Libya say there is an overwhelming need for "everything" as the death toll from flooding has passed 5,300.
Dr Najib Tarhoni is helping survivors at Benghazi hospital ahead of joining the medical rescue teams.
He says the situation is even more dire than it appears. But Libya's competing eastern and western governments pose a unique challenge for international aid.
