Auckland councillor Kerrin Leoni says it's been a blow for the city for her colleagues to have voted down the proposal for Māori seats.
The Whau ward councillor was one of the nine in favour of the proposal, which would have guaranteed a place for Māori at the governing table.
But eleven councillors voted against it, and Mayor Wayne Brown abstained.
