5. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)

A) Pat Galloway, Finance Director

1. Approval- Increase Soil Conservation budget $500,000 for the NC Department of Agriculture and Consumer Services (NCDA&CS) - Division of Soil & Water Conservation grant awarded for the StreamFlow Rehabilitation Program (StRAP). Per the grant award, the purpose of the grant is to "assist in protecting and restoring the integrity of drainage infrastructure through routine maintenance to existing streams and drainage ways".

2. Approval - Increase Soil Conservation budget $2,500 for donation received to be used in the summer camp program.

3. Approval - Increase Sheriff Department budget $24,500 for the Byrne Memorial Justice - 2022 Local Law Enforcement Block Grant award. Funds will be used for various Sheriff Department equipment purchases such as gas mask systems, bulletproof vests and Apple Ipad Air devices. No local matching funds are required with this grant.

4. Approval- Increase Sheriff Department budget for $3,512 received from the Town of Wentworth for the purchase of vehicle equipment needed by the deputy assigned to the Town. Equipment includes a cargo box organizer; tactical shield and a stop stick kit with storage bag.

5. Approval - Increase Sheriff Department budget for a $20 donation received on the Fans for the Elderly Program. Funds will be used toward the purchase of fans.

6. Approval - Increase Youth Services budget $2,188 for new appropriation from NC Department of Public Safety's Juvenile Community Program for the Traffic Teen Court Pilot Project.

7. Approval- Increase Youth Services budget $70 for program fee revenues received in excess of budget in FY 22. Funds will be used in FY 23 program.

8. Approval - Increase DSS budget $38,010 for Special Children Adoption Fund grant revenue received in FY 22 that is restricted to be used in the Special Children Adoption program.

9. Approval - Increase Fire District budget for $7,858 in revenues collected over budget in FY 2022 that will be remitted to the respective Fire Departments:
Draper $ 901
Leaksville $6,957

10. Decrease Cooperative Extension Horticulture Program Supplies budget $355 for grant revenue included in the program fee revenue line item and mistakenly included in the August 1, 2022 budget amendment to appropriated program fee revenue collected and not spent in FY 2022. The grant revenue received was fully expended in FY 2022 and not eligible to roll over to the new fiscal year.

B) Todd Hurst, Interim Tax Administrator
Approval - Tax Collection and Reconciliation reports for July including refunds for July 20, 2022 thru July 31, 2022.

C) Derek Southern, CIO
Approval - Allocate funds to cover costs associated with Anti-Virus protection and Multi-Factor Authentication requirement changes by Cyber Insurance.

Approval of the revised lease agreement for 340 Cherokee Camp Road (Community Kitchen) for an additional 3 years August 1, 2026, lease rate proposed is $2000.00 per year.
