Phil Matier: The Continued Resistance Against SF's Conservatorship Program

San Francisco city officials took the first steps to get some of the most severely mentally ill people off the streets and into treatment programs. This came less than a week after Governor Gavin Newsom signed off on legislation allowing the city to expand its conservatorship program.
