The ballot measure to alter California's property tax measure, Proposition 13, is picking up steam now that the Coronavirus pandemic has depleted the state's coffers. 

The Proposition allows homeowners and businesses to pay taxes based on the purchase price, not the assessed value of a piece of property. If approved, the change would allow the state to raise taxes on commercial property.
