A day after a state Senator representing Berkeley introduced legislation regarding vacant homes Berkeley's mayor is proposing a new law to help renters whose owners want to sell the building they're living in. KCBS Radio and Chronicle Insider Phil Matier says the Governor's proposal will raise taxes and there's no way around it.
