The deal state lawmakers reached over a state budget earlier this week has thrown another wrench in the works for a proposed water tunnel from the Delta to Southern California. Governor Pat Brown first proposed this back in the 1960's and state leaders are still talking about it. KCBS Radio news anchors Patti Reising and Bret Burkhart spoke with KCBS insider Phil Matier for the latest.
