Julian Aguilar explains the controversial Texas immigration-enforcement law

A controversial Texas law that allows local police to arrest people suspected of being in the country illegally was blocked a second time after a order from a Court of Appeals. Hours before the block, the U.S. Supreme Court had allowed the law to go into effect as the court case challenging it played out.
