It is of great importance to recognise that the State cannot be identified with the Government, which is merely the organ through which the harmony of the various organisations included in the State is effected. “The State,” as Mr. Bosanquet says, “ includes the whole hierarchy of institutions by which life is determined, from the family to the trade, and from the trade to the Church and the University. It is the structure which gives life and meaning to the political whole.”
