MICRA, the Medical Injury Compensation Reform Act, was put in place in 1975. Since then, stakeholders have been battling over its cap on noneconomic damages for medical malpractice. Assembly Majority Leader Eloise Gomez Reyes brought the stakeholders together with AB 35, ending the decades long fight.
