Recently, the Biden Administration announced further restrictions on the types of semiconductors that American companies sell to China. The move is aimed at preventing American AI from benefitting Chinese military applications. While heralded by many as a necessary move to protect U.S. national security, how will the move affect Sino-American relations, and how will China respond? Could China simply “smuggle” the chips to avoid U.S. restrictions, or will the move spur China to race to develop more chips domestically? Could China simply access the computing power it needs through “the cloud?”
