Some Utah lawmakers want to prevent cities and counties from placing restrictions on plastic containers. As it stands now, HB 320 would overturn Moab and Park City's respective bans on plastic bags. Representatives from the Plastics Industry Association support the bill, and it has been characterized as a way to promote 'consistency' in the marketplace while protecting businesses. But opponents say the bill pre-empts local authority to regulate their waste stream and respond to the desires of residents.
