NOAA has only recently issued an advisory for an El Nino season, or the periodic warming of the tropical pacific ocean. This typically means wetter weather for California, and Santa Barbara has been getting more than its share of rain this year already. KCSB’s Hayden Harris reports that despite the torrential downpours - Santa Barbara is still officially in a drought.
