The state constitution was amended a decade ago to set up an independent commission to handle the redrawing of Congressional and state legislative district lines following the federal census. However, the state legislature, dominated by the Democrats, will end up once again drawing the lines - largely to favor the Democrats (i.e., gerrymandering).
