Several years ago Governor Cuomo and State Lawmakers agreed to establish a system of partial public campaign financing for races for state legislature and statewide office. However, with the program supposed to finally start in 2023, it appears that Assembly Democrats are getting cold feet. One factor is that due to court challenges, Assemblymembers will have to run in new districts in 2024, reducing the power of incumbency.
