On Monday's Houston Matters: Hundreds of mail-in ballots in Texas are being returned to voters because they don’t comply with the state's new voting law. We learn what aspects of the ballots are running afoul of the new law.

Also this hour: State transportation officials have been trying for years to find ways to reduce the number of deaths on Texas roadways. In 2021, 4,400 were killed, the second-highest body count ever, and the highest since the advent of seat belt laws. What’s going on? Why does this keep getting worse?
