You should hire a 203k Consultant that is certified through the FHA. They're basically inspectors that would happily come with you when you're checking out properties.

Their job is to do a feasibility study on houses that you are looking to buy. They go in, they review the house, they give you a cost estimate about what the work is going to be to get the house up to snuff for the bank to approve the loan.
