In order to combat the further expansion of global anti-Semitism in its anti-Israeli, racist and religious forms, one must first understand what is happening. No appropriate monitoring system exists to identify, at an early stage, the most important developments of the spread of anti-Semitism. Counting incidents is a poor indicator. Without a clear strategy and a global approach, the problem will only get worse.
