In the current global condition of complexity and uncertainty where asymmetric threats prevail, Singapore has responded to the challenges by sustaining innovation on both governance and technological fronts through the Risk Assessment and Horizon Scanning (RAHS) programme.

As a system, RAHS combines cutting-edge concepts, methodologies and technological solutions to empower the government to detect weak signals and prepare for strategic shocks. As a process of governance, RAHS helps operationalise the networked government approach by fostering multi-agency collaboration to enable ‘Whole-of-Nation’ security.

RAHS is a long-term commitment. It aims to develop national resiliency to strategic shocks over a wide spectrum of threats ranging from acts of terrorism, financial instability, worrying social trends, climate change, and energy and supply chain disruptions.
