If the rules pass by the House on impeachment are so fair, then why are they so different and bias and partisan and lacking due process than the rules passed in 1998 for the impeachment of Bill Clinton? In other words, why didn't they simply re-use the 1998 rules? Answer: they don't want a fair inquiry.
