The Minnesota Pollution Control Agency’s adoption of California’s clean car emissions standards has caused consternation among some Minnesotans and raised questions about the scope of an agency’s rulemaking authority.  Senator Andrew Mathews, R-Princeton, has proposed the Consumer Choice of Fuel Act, a measure that would rescind the California standards and prevent future rulemaking that would limit a consumer's fuel choice.  He joins Capitol Report moderator Shannon Loehrke to explain why some agency rules should require legislative approval.
